Robert Tot
Robert is an accomplished property executive and qualified valuer with over 20 years’ experience in the property industry, specialising in Computer Assisted Mass Appraisal (CAMA). In 2018 Robert was appointed General Manager Government and CAMA at Opteon, overseeing Government mass valuation/appraisal and CAMA Systems.
Robert has a high technical aptitude and has been instrumental in the inception, development and taking to market a next generation Valuation Software platform under the Cubetec Technology brand, a fully owned subsidiary of Opteon. This division also provides CAMA Systems and support across Australia and New Zealand.
During his service at Opteon, Robert has also served as a Board Director, Director Platforms and General Manager of Government Services. Before joining Opteon, Robert held executive positions in local government and management roles at Savills.
Robert is also fluent in four languages and has a high level of information systems and technology knowledge and skills.

Chris is the Senior Director – Government & Advisory for Opteon. He has brought a wealth of experience and knowledge to Opteon with over 28 years of experience within the Valuation Property Industry. Chris is a Fellow of the Australian Property Institute, a sitting member of the API NSW State Committee, a Certified Practising Valuer and has completed a Bachelor of Commerce (Land Economics) Degree at the University of Western Sydney. Chris specialises and is accredited within Opteon as a specialist childcare valuer whilst also an expert in the residential and mixed-use development sector. Industry Experience
Dan has circa 20 years of property experience having started his valuation career valuing residential property, before moving to the Commercial Division of Opteon (Western Australia) in 2009. In 2014, Dan became a Director of Opteon (Western Australia), the firm’s youngest ever equity partner.
Following the formation of Opteon’s Specialised Real Estate division, Dan was appointed National Director- Specialised Real Estate, leading a team of 30 valuation experts across Australia. He prepares valuation reports for key clients for finance purposes, acquisition and disposal, negotiation and strategic advice with a particular focus on major office and industrial assets and markets. Steve has over 30 years’ experience in the property industry and as a valuer has been employed by Opteon for over 17 years. He commenced his valuation career practising predominantly in Geelong and South West Victoria working directly with Local and State Government clients. In 2015 he became the General Manager for all Government and advisory valuations throughout Victoria.
Further to this, Steve was appointed as Director Government and Advisory in 2020 where his role comprises the business development and relationship management of Opteon’s key National, State and Local Government stakeholders including DHA, Australia Post, Services Australia and the Australian Taxation Office.

William has in excess of 30 years’ experience as a Commercial Property Valuer working for multi-national accounting and valuation businesses, and with Opteon since 2000.
William is proud to have served on the Australian Valuation and Property Standards Board and actively monitors and contributes to Valuation Standards and Guidance Notes. From 2017-19 William served as the Chair of the Tasmanian Committee of the API.
Over his professional career William has valued a diverse range of asset types including major commercial property, portfolios, mixed use developments, agribusiness/ aquaculture and marine assets, waterfront tourism resorts and completed rental determinations.
William has previously held company Director positions within professional service businesses managing approximately 50 staff, and has experience in business & fiscal management and corporate governance.
In March 2020 William was appointed the Director of Opteon’s Professional Quality & Risk team promoting our Strive for Excellence and risk management.
In July 2020 William was awarded the prestigious Royal Institute of Chartered Surveyors (RICS) Property Professional of the Year Award in recognition of his contributions to the property industry in Australia.

Duncan joined Knight Frank in 1984, initially working in their Commercial Property Management Department before transferring to the Project Management Department and then finally to the Valuation Department (1987), leading to professional licensing in 1988. In 1991 Duncan worked with the East Perth Redevelopment Authority as their Property Officer then moved in 1993 to Hooker Corporate’s (Perth) Valuation Department as Senior Commercial Valuer. Duncan joined Opteon (Western Australia) (formerly Christie Whyte Moore) in 1994 as a Senior Valuer and was elevated to a Director of the firm in January 1999. During subsequent years Duncan has continuously remained as Commercial Department Director of Opteon’s Perth based practice, overseeing, and undertaking a wide variety of Specialised and Development Valuations throughout Perth and Western Australia. In November 2020 Duncan was elected as Executive Director to Opteon’s Board and served in that capacity until 2022.

Matthew is a highly regarded, Senior Commercial Property Valuer, based in North Queensland with over 20 years’ experience in the property industry and formerly, the construction industry. He has extensive experience throughout Regional Queensland across a wide breadth of Commercial, Industrial, Residential and Government assets completing work in the private sector, mortgage lending as well as large institutional clients. He was formerly a Director of Opteon North Queensland and since the integration of Opteon businesses in 2017, has held a variety of senior leadership roles.
Today, Matthew is the Regional Director of Commercial and Agribusiness Operations for Queensland, New South Wales and Victoria overseeing our remote and regional valuation teams in these divisions and providing daily support to Opteon’s valued customers. Matthew won the National Commercial Valuer of the year award at Opteon in 2022, for his efforts in championing product automation, mentoring junior valuers and outstanding team performance.

Penny is an experienced property professional with valuation experience in commercial and residential valuations and can provide valuations for mortgage security purposes, strata renewal, residential development, compulsory acquisition, and a reallocation of unit entitlements.
With an adept understanding of how the Strata Schemes Development Act 2015, Strata Scheme Development Regulation 2016, Land Acquisitions (Just Terms) Act 1991, and the use of Codes of Practice, Guidance Material and Case Law apply within a valuation context, Penny is able to offer comprehensive valuation advice, to meet the requirements of the instruction or direction provided.

Mark joined Opteon in March 2018, when Omega Property Consultants merged with Opteon, and is now a valuable member of the Government Services team. Mark’s experience commenced with Omega in August 2016.
Mark has specialised in predominantly government services & commercial valuation work, assisting with compulsory acquisition valuations and fair value financial reporting work, including valuation of substantial state body portfolios exceeding $1 Billion in total value. Additional experience includes substantial field experience in land value objection review valuations, commercial mortgage valuations including industrial, retail and commercial property, rent reviews, family law valuations, pre-sale advice and advisory valuation work & development feasibility work.
Mark leads a business unit of valuers servicing valuable Opteon government clients including Transport for NSW, DPIE, Defence Housing Australia & Ambulance NSW.

Kirsten Hennessy

Industry Experience
Kirsten has been working with Opteon since July 2021, returning to the property valuation industry following an extended period owning and managing a warehousing and irrigation water trading business with her partner. She has returned in the capacity of a residential property expert in the statutory valuations section of Opteon, particularly focusing on the locality of Dubbo and its surrounds.
Kirsten has over 7 years’ experience in rating and taxing valuations, as well as asset and compulsory acquisition valuations having worked for the Valuer General’s Department based in Muswellbrook and then Dubbo and covering many municipalities in these locations. Kirsten also has experience in mortgage valuations in the Central West of NSW. More recently, with Opteon Solutions, Kirsten has undertaken statutory valuations using mass valuation modelling.
