Ross Turner

Industry Experience

Ash is an accredited CPV with close to 15 years’ industry experience, following an initial two years as a Statutory Valuer on Victoria’s Surf Coast. In 2014, he was appointed Managing Valuer of the Bendigo office and has since held several senior leadership roles within the residential division, including Regional Director, State Director, and Acting National Director. In addition to assisting with the training and development of the next generation of valuers, Ash continues to deliver valuations across a broad range of asset types for both institutional and lending clients. From 2022 to 2024, he led the national resourcing and delivery of the annual DHA portfolio, overseeing valuation inspections, ensuring compliance with DHA requirements, and supporting the delivery of accurate and timely outcomes. Will Reynolds

Industry Experience

William has in excess of 30 years’ experience as a Commercial Property Valuer working for multi-national accounting and valuation businesses, and with Opteon since 2000.

William is proud to have served on the Australian Valuation and Property Standards Board and actively monitors and contributes to Valuation Standards and Guidance Notes. From 2017-19 William served as the Chair of the Tasmanian Committee of the API.

Over his professional career William has valued a diverse range of asset types including major commercial property, portfolios, mixed use developments, agribusiness/ aquaculture and marine assets, waterfront tourism resorts and completed rental determinations.

William has previously held company Director positions within professional service businesses managing approximately 50 staff, and has experience in business & fiscal management and corporate governance.

In March 2020 William was appointed the Director of Opteon’s Professional Quality & Risk team promoting our Strive for Excellence and risk management.

Cam is the National Head of Opteon’s Residential Development & Advisory Team. He has over 38 years’ experience in the property industry including extensive commercial valuation experience, including residential development, in SA, NT and NSW for properties up to $300 million in value.

Cam has undertaken first mortgage security, financial reporting and acquisition/disposal commercial property valuations for all Australian Major Banks, Property Developers, and high net worth individuals, predominantly based in Adelaide, Darwin and Sydney.

Karen is an experienced property valuer providing commercial, industrial, rural and specialist valuations across Newcastle, Hunter Valley and the Central Coast.

Karen provides high quality valuation reports for mortgage security and specialist purposes, including compulsory acquisition and compensation valuations under Land Acquisition (Just Terms Compensation) Act 1991 and valuations as an expert witness pursuant to Division 15 of
the Family Law Rules 2004.

James Flanagan

Industry Experience

James Flanagan is a partner/director in the firm Opteon (Mid North Coast NSW) Pty Ltd, a valuation firm which specialises in providing valuation services to our many corporate, legal and private clients. The firm has been established in Port Macquarie since 1991.

A lifetime resident of the Port Macquarie Hastings area with a strong rural background, James gained experience in the fields of banking, finance and real estate before joining Jeffrey Reid Flanagan Valuations in 1999. Since commencing work as a valuer James has prepared valuation reports on all classes of property throughout the Mid North Coast area. James has also previously held the position of Chairman of the Australian Property Institute Mid North Coast study group.

Duncan joined Knight Frank in 1984, initially working in their Commercial Property Management Department before transferring to the Project Management Department and then finally to the Valuation Department (1987), leading to professional licensing in 1988. In 1991 Duncan worked with the East Perth Redevelopment Authority as their Property Officer then moved in 1993 to Hooker Corporate’s (Perth) Valuation Department as Senior Commercial Valuer. Steve is based in the Perth WA office. Opteon also has regional offices in Dunsborough, Broome, Esperance and Albany (franchise office). He manages the WA regional team of valuers as well as being directly responsible in providing services to clients mainly within the Pilbara region, which he travels to regularly.

Steve has in excess of 30 years’ experience in valuation and consultancy having commenced with the Opteon integrated business in 2017. Emmanuel commenced working with Opteon in 2020 shortly after completing his Bachelor of Property Economics at the University of Technology Sydney. Obtaining his valuation accreditation in 2022, Emmanuel currently reports to a team of Directors & Senior Valuers and provides end to end support with a range of asset classes.

Emmanuel’s coverage is based in the Sydney metro area, specialising in the Commercial Core sector ranging from industrial, office, retail, and mixed-use assets predominantly for mortgage security purposes in the sub $7.5 million range, with his clients including the ‘big four’ banks. He has also worked on several large scale and specialised projects such as commercial office buildings, childcare facilities, and government asset valuation advisory services. Emmanuel is a highly motivated property professional and is looking to further enhance his skill set and expertise in the valuation and property industry.

Industry Experience

Eva has worked with Opteon for over 18 years based in the Maryborough office whilst working throughout the Wide Bay region. Fran Moore

Industry Experience

Gavin re‑joined Opteon in 2025 as a Senior Valuer, having previously worked with Opteon for approximately five years between 2009 and 2014. He commenced his valuation career in 2008 as a trainee valuer with Brothers and Newton, which later became part of Opteon.

During the intervening period, Gavin further developed his experience as a Property Valuer with Herron Todd White. Gavin now has extensive experience primarily in residential valuation and consultancy, including residential and rural properties. His current areas of specialisation include valuations of flats and villas, detached dwellings, rural residential properties, vacant land, subdivisions, and development sites, as well as development feasibility assessments. Gavin has considerable experience preparing valuations for a range of purposes, including mortgage security, accounting and financial reporting, and family law matters.

Industry Experience

Henry has been working with Opteon since January 2020, commencing as a Cadet Valuer before progressing to a Certified Practising Valuer in 2022. He has developed extensive experience in the valuation of commercial, industrial and residential properties across central, northern and north-eastern Victoria, as well as the southern Riverina region of New South Wales. Henry undertakes valuations for a variety of purposes including mortgage security, financial reporting, capital gains tax, asset management, family law, rental assessments, pre-sale and pre-purchase analysis, and general advisory. He has also gained experience in municipal valuations, having assisted with the City of Hobart commercial revaluation, and undertaking large scale asset valuation projects and advisory work for the City of Launceston, including assisting with the valuation of the University of Tasmania Stadium.

Industry Experience

Kurt joined Opteon in 2018 and currently serves as the primary residential Valuer for the Huon Valley and Kingborough municipalities. In this role, he provides expert valuation services across residential properties, leveraging deep local market knowledge and extensive industry experience.

Prior to joining Opteon, Kurt built a strong foundation in property valuation. After completing a Bachelor of Business (Property) in 2010 through the University of South Australia, he began his career as a Technical Valuer’s Assistant at TPC Valuers, a boutique property valuation firm in North Hobart, Tasmania, where he worked for 2.5 years.

Kurt achieved professional accreditation with the Australian Property Institute (API) as a Residential Property Valuer (RPV) in July 2012 and soon after joined National Australia Bank as the primary residential securities inspector/valuer for Southern Tasmania. Following 12 months with NAB, he returned to TPC Valuers as a Senior Valuer, where he spent five years as the lead valuer for Kingborough and Huon Valley.

Kylie Edwards

Lucas Merchant

Industry Experience

Lucas joined Opteon in 2018, initially within the Government Services team where he gained exposure to a broad range of property classes, providing valuations for objection purposes, supplementary valuations, and mass valuation modelling throughout Victoria. May's extensive experience, spanning over four years, covers various aspects of the residential property sector. This includes a deep understanding of rating and taxing practices based on Valuation Best Practice Specification Guidelines and compliance with the Valuation of Land Act 1960. Furthermore, May possesses valuable experience in conducting first mortgage valuations in accordance with
